Project Danube SKILLS

SKILLS

 

Fragmented legal framework governing skills and qualifications in the Danube navigation sector hindering recognition of qualifications and, mobility of work (EUSDR PA1A) and lack of transparency & Know-how to integrate green Danube navigation into transport solutions are responsible, among other deficiencies, for the poor exploitation of the huge potential of the main waterway in the SEE region.

Above challenges identified in Danube navigation explain in part the huge discrepancy between inland waterway transport on the Rhine and on the Danube (EUSDR: “Cargo volumes transported on the Danube are only between 10% and 20% of those carried on the Rhine”) and make imperative the need for a common transnational approach to increase institutional capacity of responsible authorities and administrations and level the gap between the two regions with regard to inland navigation.

Danube SKILLS consortium of 15 highly experienced PPs from 8 Danube riparian countries and 7ASPs, international organizations, river commissions and national ministries,  addresses this  major societal challenge by adoption of a three level approach of capacity building  which targets &focuses on institutional capacity building (through policy support strategies and transnational adoption of common education systems), organisational capacity building (through common learning interactions of partners and target groups) and individual capacity building (by testing developed tools / services in pilot actions) and ultimately ensures increased long-term intensity of cooperation.

Acting as a policy driver for the integration of Danube region into the overall European inland navigation legal framework, Danube SKILLS ensures the multilevel, efficient and transparent governance of the nautical education and Danube logistics, respectively and warrants the increased capacity building of the region by delivery and validation of a set of transnational management structures, processes and cooperation patterns.
